津波避難の現状と課題
デジタル技術が急速に進化する現代社会においても、津波避難の基本は「水平避難」や「垂直避難」といった手法が中心となっています。南海トラフ地震や千島海溝・日本海溝地震など、発生が懸念されている巨大地震では、最悪の場合、数十万人規模の死者が想定されるケースもあり、従来の避難手段だけでは多くの命を守りきれない可能性が示唆されています。
特に、わずか1メートル程度の津波であっても、状況によっては重大な危険をもたらすことがあり、津波の高さに関わらず迅速な避難が命を守る鍵となります。命を守るためには、既存の避難手段の限界や、避難所不足・避難ビルの整備状況、住民の避難意識や情報伝達の課題といった現実を直視し、新たな技術や仕組みを取り入れたアプローチを模索していくことが求められています。
小さな気づきから始まった挑戦
プロジェクト：TSUNAMI SAFE（ツナミセーフ）は、IT企業に勤める会社員2人の、ふとした気づきと情熱から生まれました。きっかけは、日常の業務の中で交わした何気ない会話。AIを活用した新規事業やプロジェクトのアイデアを模索していた私たちは、ある日、打ち合わせの終わり際に「ウォーターボールのような遊具が、津波対策に使えるのではないか？」という突拍子もない発想にたどり着きました。
「本当にそんなことができるのか？」
「自分たちの発想が、社会の役に立つのか？」
最初は半信半疑でしたが、私たちは「まずは徹底的に調べてみよう。もし根拠ある説明で断念すべきと判断したら納得して手を引こう」と約束し合い、行動を開始しました。もしかしたらAIの活用にもつながるかもしれないという期待も胸に、関連する展示会や企業訪問を始めました。
行動力と巻き込み力が生んだ広がり
最初は手探りでのスタートでした。しかし、私たちはIT企業で培った「巻き込み力」と「行動力」を武器に、津波災害の専門家や津波対策に関連する企業、メーカー、商社、防災関係者など、あらゆる立場の方々に自らアプローチを続けました。
驚いたのは、津波災害の第一線で活躍する研究者や専門家の方々が、私たちの挑戦に共感し、柔軟な発想や最先端の知見を惜しみなく提供してくださったことです。「専門家であっても、既成概念にとらわれず新しい発想を歓迎してくれるのだ」と、私たちは大きな勇気をもらいました。
また、関連企業の方々も、技術やノウハウ、社会実装の面で積極的にサポートしてくださり、異業種間の連携による新たな津波対策の可能性が広がっていきました。こうして、私たちの想いと行動が、次第に多くの賛同者や協力者を巻き込み、プロジェクトは着実に広がりを見せていきました。
共創によるプロジェクトの進化
プロジェクトの成長は、2025年3月、仙台国際センターで開催された国際防災フォーラム「世界防災フォーラム2025（World Bosai Forum 2025）」での発表という形で結実しました。国内外の防災関係者や専門家と意見交換を行い、私たちの取り組みが社会的に意義ある挑戦であることを再認識しました。
防災関連の展示会だけでなく、異業種の展示会にも積極的に参加し、私たちの思いに賛同する方々とともに、新たな津波対策デバイスの転用やカスタマイズ、開発に取り組んでいきます。
こうしたネットワークの広がりが、単なるアイデア段階から実現性の高いプロジェクトへと進化する大きな原動力となっています。
今やTSUNAMI SAFEは、IT企業の会社員2人の発想と行動力を起点に、大学の津波災害研究者や関連企業の皆様の協力・サポートを得て、「命を守るための新しい選択肢」を社会に広げる共創プロジェクトへと成長しました。それぞれの立場の強みが融合し、従来にない津波対策の実現に向けて日々挑戦を続けています。
これからの展望
私たちは今後も、これまでに築いたネットワークと多様な知見を活かし、より実践的かつ多様な津波対策デバイスの開発・普及に挑戦していきます。IT企業で培った発想力と行動力、研究者や企業の専門知識、現場のリアルな課題意識を結集し、「命を守る選択肢」を社会に広げていくことが私たちの目標です。
これからも、共感してくださる方々と手を取り合い、津波災害から一人でも多くの命を守るための活動を推進してまいります。

Current Situation and Challenges of Tsunami Evacuation
In today’s society, where digital technology is rapidly advancing, the fundamental methods of tsunami evacuation still center on “horizontal evacuation” and “vertical evacuation.” In the case of massive earthquakes such as those anticipated along the Nankai Trough or the Kuril and Japan Trenches, the worst-case scenarios predict fatalities on the scale of hundreds of thousands, suggesting that conventional evacuation methods alone may not be sufficient to save many lives.
Even a tsunami as small as one meter can pose significant danger depending on the circumstances, making swift evacuation—regardless of the tsunami’s height—crucial for survival. To protect lives, it is essential to confront the realities of the limitations of existing evacuation methods, shortages of shelters, the state of evacuation building infrastructure, challenges in residents’ evacuation awareness, and information dissemination. There is a growing need to explore new approaches that incorporate advanced technologies and systems.
A Challenge Born from a Small Realization
The project TSUNAMI SAFE was born from a small realization and the passion of two employees at an IT company. The catalyst was a casual conversation during daily work. While we were brainstorming ideas for new businesses and projects utilizing AI, one day at the end of a meeting, we arrived at the rather unexpected idea: “Couldn’t something like a water ball, used as playground equipment, be applied to tsunami countermeasures?”
“Is that really possible?”
“Could our idea actually benefit society?”
At first, we were half in doubt. However, we made a promise: “Let’s thoroughly investigate this. If we find convincing reasons to give up, we’ll step back with no regrets.” With this agreement, we set our plan into motion. With the hope that this might even lead to new applications for AI, we began visiting relevant exhibitions and companies.
The Expansion Brought by Initiative and the Power to Engage Others
Our start was tentative, feeling our way forward. Nevertheless, we leveraged the “power to engage others” and “initiative” we had developed in the IT industry, and proactively reached out to tsunami disaster experts, companies involved in tsunami countermeasures, municipal governments, and disaster prevention officials from all walks of life.
What surprised us was that leading researchers and experts in tsunami disaster prevention empathized with our challenge and generously shared their flexible ideas and cutting-edge knowledge. We were greatly encouraged to see that even experts welcomed new ideas without being bound by conventional thinking.
Furthermore, related companies actively supported us with their technologies, expertise, and social implementation capabilities, expanding the possibilities for new tsunami countermeasures through cross-industry collaboration. In this way, our passion and actions gradually attracted more supporters and collaborators, and the project steadily grew.
Project Evolution through Co-Creation
Our project’s growth culminated in March 2025, when we had the opportunity to present at the World Bosai Forum 2025, held at the Sendai International Center. We exchanged opinions with disaster prevention professionals and experts from Japan and abroad, reaffirming the social significance of our efforts.
We have been actively participating not only in disaster prevention exhibitions but also in cross-industry exhibitions, working together with those who share our vision to repurpose, customize, and develop new tsunami countermeasure devices.
This expanding network has become a major driving force, transforming our project from a mere idea into one with real potential for implementation.
Today, TSUNAMI SAFE has grown into a co-creation project that began with the ideas and initiative of two IT company employees and now benefits from the cooperation and support of university tsunami disaster researchers and related companies. By combining the strengths of each participant, we continue to take on the challenge of realizing unprecedented tsunami countermeasures.
Looking Ahead
Going forward, we will continue to leverage the networks and diverse expertise we have built to take on the challenge of developing and spreading more practical and varied tsunami countermeasure devices. By combining the creativity and initiative fostered in the IT industry with the specialized knowledge of researchers and companies, as well as the real-world awareness of those on the front lines, our goal is to expand the “options for saving lives” throughout society.
We will continue to join hands with those who share our vision and work to protect as many lives as possible from tsunami disasters.
