The situation is particularly serious in the special reinforcement areas for Japan Trench and Chishima Trench earthquakes, where about 88,000 people reside in difficult-to-evacuate areas, and in the special reinforcement areas for Nankai Trough earthquakes, where about 87,000 people live in such areas.

これらの地域は、高台や避難に適した建物が近くにないことが主な原因となっています。特に、日本海溝・千島海溝地震の対策特別強化地域では約8万8000人、南海トラフ地震の対策特別強化地域では約8万7000人が避難困難地域に居住しているという深刻な状況です。
